Territory-Specific Modeling Requirements
Each regional transmission organization (RTO) and independent system operator (ISO) enforces unique requirements for dynamic modeling and verification, and it is essential to meet these distinct expectations. For instance:
- NYISO at this point does not require benchmarking the performance of PSS/E models against PSCAD models as part of its interconnection studies but may soon require it to comply with FERC 2023. For NYISO, Pterra prepares the models in accordance with their guideline.
- ISO-NE and ERCOT, on the other hand, mandate this benchmarking between PSS/E and PSCAD to ensure model accuracy for normal and faults simulations. - In regions like NYISO and ISO-NE, plant models must be tested using a full bulk power system network, whereas other ISOs/RTOs, allow verification using simpler Single Machine Infinite Bus (SMIB) configurations
